If i do bis before back then i cant get a good back workout in most of the time due to my biceps being worn out,
 
But, wouldn't tiring out the smaller muscles, force you to better isolate the larger back muscles?

No your robbing urself of a better back workout as u cant go as heavy or get as many reps on ur back if ur bis are spent

I agree. Back first. There are alot of guys that I know that only train biceps or triceps every third back or chest workout as those muscles are so heavily taxed using heavy weights for back or chest.
 
Rule of thumb is larger muscles first, smaller muscles last. Especially when they are complementary muscles like back and bis.
 
if your gym has one, try to pre-exchaust your back with a plate pull over machine that why the smaller muscle group is fresh for movements such as pull ups and rows

Yates was big on this and attributes this as to why his back was so big
