Cant draw HCG into syringe

I have a weird problem when drawing HCG. I reconstitute my HCG with 2000 of lyophilized powder and 1ml of sterile water. I inject the water into the vile the powder is in, and then just draw from that same vile for injections. My problem is that after 2 or 3 injections, I can no longer draw anything up from the vile, its so weird. Im fine for the first three injections but after that I cannot pull anything into the syringe. I am using a 1ml syrine with a 1/2 inch needle.
 
suck up the amount of air your going to pull out and inject that into the vial, should help create a type of vacuum for you to pull out the liquid

You should first equalize the pressure inside the bottle since you drew such a vacuum already. Pull the stopper out of the syringe and poke it thorugh the membrane to let the air in the bottle equalize with outside the bottle. Pull the needle back out, put the stopper back in, and pull the stopper to the amount you want to draw from the bottle, say 1ml. Push that 1ml of air into the bottle after you push through the membrane and then suck out the 1ml of liquid. The extra pressure will help you draw and then will put the bottle close to equilibrium with the outside world again.
