Marijuana keeps the people sedate and manageable. It lowers motivation and the will to challenge the status quo. It allows a person to sit by and find humor in the drivel that pollutes our airwaves. It's a means of control.
Steroids on the other hand allow a person to be bigger, stronger, and more assertive. They make it easy to be less docile and less likely to be controlled.
Steroids are the antithesis of all the things that a governing body wants of the populous that it controls while marijuana is exactly the kind of thing that allows them to go about governance unchecked and unchallenged. So, while from a logical standpoint, hormones should be legalized and made available well before marijuana, from a governing point of view it is the exact opposite.
