I'm assuming you meant bacteriostatic water. I don't know why they don't use AA since MGF is so close to IGF that I'm sure it would allow for less degradation.
I didn't think there would be any advantage. Most peptides are reconstituted with bacteriostatic water. IGF is the only one I've heard of that can be done with AA. My only thought with Peg MGF is that for the Peg to work it probably needs to be done with BW.
