Shrugs : how to do them.

Ok so after seeing my friend do these wrong numerous times, and telling him each time he's not doing them correctly, I finally have given up on saying something. He grabs the DB's and when he "shrugs" his shoulders literally dont even move a quarter inch from the top to the bottom of the movement. his last set, he grabbed 45 # DB's and his shoulders literally did not move(which should be very very light weight for him), it looked like he was just holding the weight still, and periodically making a face. Another kid I workout with does this too but not to this extreme. Is this not the easiest exercise to perform??? Or are some ppl's bodies simply unable to shrug there shoulders???:suspect:

easiest excercise IMO, but then again i have met a man that literally had no neck. the guy looked like a monster, and im not talking about a monster in a bodyduilding sence, im mean he looked like a fuckn monster, like from a horror flic.
 
everyon tries to use theyre arms to pull the weight

the easiest way to teach someone proper form is to have them use straps at first and teach them to just use 4 fingers and take out the thumb, that way the forearm is taken out of the motion

he has worked out with me on and off since like 04 so I dont understand why he cant get my movements down, I kind of wanted to laugh today at how he was doing them but I didnt want to be a dick so I held it in
 
you may have to be a dick to get your point across. Tell him to do it with no weight all to show him the right form.
