The most obvious assumption as to why they ask such a question would be to protect their customers from scams. As far as asking your friend instead of you, maybe your friend looks retarded enough to fall victim to an internet scam and western union money to a complete stranger.
Honestly, the people at WU could care less why you are sending money. They are minimum wage employees, and are told to ask the customers if they know the person in a remote country before sending money off.
Out of the hundreds of times I've used WU, I've only been asked once if I knew the person by some fat ghetto bitch. I told her it was none of her business.
