Number one thing is DIET and Training my friend. All the gear in the world won't get you to your goals without first having those things right. At 138lbs, I would first focus on upping your caloric intake. Little by little each day. Don't even worry about it all being "super clean" foods. Your goal is to Bulk up so you have to start taking in lots and lots of food. You can dial it in once you gain the lbs. I don't mean junk foods like cakes and crap. Just not what would be considered "contest prep" or diet foods.I’m hoping as someone who is a hard gainer my whole life that steroids can make a difference.

It's always about the training and even more so the Diet. I've seen it countless times over the years. Guy listening to the "bro science" of how much gear to take when never addressing or even asking about either of those 2. And the same number of times I've heard those with the problem saying...."Oh I eat enough"! Then once you ask them to post their diets and find out just how little they're actually consumingI was (still have a bunch of issues) a HUGE fan of McRobert and his Hardgainer magazine. There is, however, a but coming.
The but is very few are really truly actually Hardgainers. A 10 buck bill says you don't eat enough and training needs fixing. I'll echo others in having you run a training log
