I think your focus should be on nutrition. If you've been training for years, you likely know that you have to be a absolute animal in the gym. You have to be an animal when it comes to food, too.
You look to be an "ectomorphic" (hate those athropometric categories - psychologically limiting for many, but descriptive nonetheless), you need to eat your ASS off (and wash it down with a glass of whole milk).
No screwing around: 400 g protein / day
Eat 6 x/ day on the clock: 7-800 kcal / meal (4200+ / day - I'm assuming you're around 200 - 220 lb)
Train heavy with basics: SQUATs and DEAD's will bring up your legs and traps.
